Why FIFA Brought Back Mandatory Licensing in 2023

Why FIFA brought back mandatory licensing comes down to one problem. For eight years, almost anyone could call themselves a football agent, and the market paid for it. If you are preparing for the FIFA agent exam, knowing this history does more than make you sound informed. It shows you what FIFA expects agents to understand, and that is exactly what the exam tests.

Why FIFA Brought Back Mandatory Licensing After Years of Deregulation

FIFA first licensed agents under its 2008 Players’ Agents Regulations. In April 2015, it scrapped that system and replaced it with the Regulations on Working with Intermediaries. The plan was lighter regulation, with national associations setting their own standards.

However, it did not work as planned. Associations applied the rules inconsistently, so commission levels, vetting standards and conflict of interest controls changed from one country to the next. A player, club or agent could face very different rules depending on where the deal happened.

That patchwork is the heart of why FIFA brought back mandatory licensing. One global licence, one exam and one rulebook replaced dozens of local versions.

When Did the FIFA Agent Exam Start?

The FIFA Council approved the new FIFA Football Agent Regulations (FFAR) on 16 December 2022, and they came into force on 9 January 2023. The first FIFA agent exam followed on 19 April 2023.

Demand was huge. FIFA reported 6,586 applicants from 138 member associations. In the end, 3,800 candidates sat the exam, and 1,962 passed, a 52% pass rate. A second sitting on 20 September 2023 drew 10,383 registrations. From 1 October 2023, working with a licensed agent became compulsory.

Why FIFA Introduced the Agent Exam as the Gateway

FIFA wanted minimum professional and ethical standards for everyone who represents players and coaches. The new rules brought in a mandatory licensing system, a ban on multiple representation and a cap on agent fees. Agents also pay an annual licence fee, which was USD 600 in 2023, and complete continuing professional development each year.

Agents licensed before 2015 were the only group exempt from the exam. Everyone else has to prove they know the rules, which is why FIFA brought back mandatory licensing with an exam at its centre. The exam checks that every agent understands the regulations they will work under, from representation contracts to fee caps.

FIFA Agent Exam Requirements and Pass Rate Today

The exam lasts 60 minutes, has 20 multiple-choice questions and carries a 75% pass mark. Since 2025, FIFA has held one exam per year, with an application window of just 45 days. Miss your chance or fail, and you wait another year.

The numbers have also changed sharply. The first sitting in 2023 saw a 52% pass rate, but in 2025 only 18% of test-takers passed.

The gap tells you something. The questions test how you apply the regulations to real situations, not whether you can recite articles. If you want to see how that plays out, read How Hard Is the FIFA Agent Exam? A Realistic Breakdown.

How to Pass the FIFA Agent Exam Without Making It Complicated

Start with the FIFA study material. However, most candidates hit the same wall: the material is dense, the regulations connect in ways that are easy to miss, and the exam is unforgiving.

That is where The Ball Business simplifies your journey. Our FIFA Agent Exam Preparatory Course breaks the regulations into clear, manageable lessons and trains you on scenario-based questions that reflect FIFA’s difficulty level. You also sit timed mock exams, so you face real exam pressure before exam day and see your score straight afterwards. The goal is simple: to help you become part of the 18% who pass.
