Who Can Become a FIFA Licensed Agent? The FIFA Eligibility Requirements Explained.

Due to the role that agents play in the transfer market, the question of who can become a FIFA-licensed football agent is one of the most commonly asked questions.

Unlike before, when this question was in the grey areas, it is now settled, clearer, and more structured. Anyone who wants to become a FIFA-licensed football agent must understand the FIFA eligibility requirements under the FIFA Football Agent Regulations (FFAR).

This guide explains the FIFA eligibility requirements including answers to the most frequently asked questions.

The FIFA Agent Eligibility Requirements (Article 5 of the FFAR)

The FIFA agent eligibility requirements is governed by Article 5 of the FFAR. This article stipulates the non-negotiable requirements that anyone who wants to become a FIFA-licensed agent must meet before sitting the FIFA Agent Exam.

FIFA’s eligibility checklist requires that the applicant:

  1. Has no criminal convictions related to serious offences, including corruption, fraud, match-fixing, money laundering, sexual abuse, or violent crimes.
  2. Has not been suspended, excluded, or struck off for an ethics or professional conduct breach in the two years before applying.
  3. Is not an official or employee of FIFA, a confederation, a member association, a league, a club, or any body representing the interests of clubs or leagues. With a narrow exception for those elected to represent agents’ interests.
  4. Has no interest in a club, academy, league, single-entity league, or sports betting company. Whether held personally or through an agency.
  5. Has not provided unlicensed agent services in the two years prior to applying.
  6. Has not been declared personally bankrupt, or served as a majority shareholder, director, or key office holder of a business that went bankrupt, in the five years before applying.

Once you meet these requirements, you may apply for the FIFA Agent licence through the FIFA Agent Portal. Read our step-by-step guide on How to Become a FIFA Football Agent for Beginners.

If you fail to meet any of these requirements, your application will be rejected. Once candidates have submitted their application, FIFA has 14 to 21 days to conduct a background check. After that, the application will be accepted or rejected.
